Of Farnham, Barton was educated at Shrewsbury, and Dublin University. He became a barrister at King's Inns in 1906. In 1913 he joined the Colonial Service in Kenya, and then served in other colonies.

Son of Molyneux Barton and Charlotte Yates, he married Una Harvey in 1920 and had issue:
• Henry, served in World War I in the RAF, killed in action 1941
