An engineer, Stephens was engaged in the construction of railway, harbour, and irrigation works in India from 1879 to 1886, then worked in England, America, West Africa, and the West Indies from 1887 to 1897, and later served in Egypt as Superintending Engineer on the Assiut Barrage from 1898 to 1903. The London Gazette of 6 March 1903 published the following about him:
 

Whitehall, March 5, 1903.
The KING has been pleased to give and grant unto George Henry Stephens, Esq., C.M.G., His Majesty's Royal licence and authority that he may accept and wear the Insignia of the Second Class of the Imperial Ottoman Order of the Medjidieh, conferred upon him by His Highness the Khedive of Egypt, authorized by His Imperial Majesty the Sultan of Turkey, in recognition of his valuable services as Resident Engineer of the Assiout Barrage.

 
Son of Samuel Henry Stephens of Clifton, Bristol, he married Dorothy Woolner in 1901.
